CITY COUNCIL REGULAR MEETING MEETING
MAY 12th, 2026

1. Call to Order/Pledge Allegiance

4. Public Forum:
Joe Amy from Parkside attended in hopes of learning more on the upcoming ordinances.
5. Consent Agenda
(All items on the Consent Agenda are considered routine and have been made available to the City Council in advance of the meeting. The items will be enacted in one motion. There will be no separate discussion of these items unless a council member or citizen requests, in which event the item will be removed from this agenda and considered in normal sequence.)

Betty and Pam both brought-up questions in regards to paying lawyer fees prior to the approval of the consent agenda. A motion was made by Betty and seconded by Karla and all voted to approve.
6. Staff Reports
Clerks report- 1 water shut off, thank you cards and what will work session be discussing: policy and procedures, budget and planning and ordinances.
PW Department- The park is up and ready for renters. An accidental water main break occurred when trying to reconnect the Agri connection after the major water break that occurred early this year. A surprise (not the good kind) popped up as being a PVC pipe that was not documented running in the area they were trying to access. So, our bill went from a re-establish function to a repair bill. We are still awaiting to hear from the land owner in regards to the location of the new water tower. Community garden is ready. Tree removal estimate presented for several trees that if not removed may lead to significant damage. The generator keeps going but barely. And finally, a resolution in regards to E-1 pumps. Current agreements will be honored but new homeowners who inherit one with the purchase of the property will not have access to the same benefit. This passed with all voting to approve.
Todd is donating a fridge to the Park. Current one is broken. There is also an area that needs repair and he will be handling this. Additionally, the band shelter needs a bit of paint, and he is handling this as well.
7. Ordinances
A. Tobacco Ordinance-Updates

D. Alcohol Ordinance-Updates
E. Ordinance to City Council-Updates
Some progress in regards to ordinances were being made. Council agreed it needs two hearing officers. We believe we have one. Frances Boehing we reviewed the contract we intend to send to her and as long as we have it signed and reviewed a resolution will be on the agenda for June.
From there the discussion in regards to ordinances stalled. The council members voted to take a break and upon returning a motion was made to table any further discussion on ordinances and draw it back to the work session for it to be reviewed there. With the April work session cancelled items were not reviewed prior to the meeting and trying to review it during the council meeting was indeed to much and council for the sake of time wished to discuss these items at work session. There was hesitance by half the council. But in the end a motion was made by Todd and seconded by Karla and 3 aye, and 1 nay and ordinance review was tabled back to work session.

A. Resolution Accepting John Harris Resignation
9. New Business
A. Banners for Main Street
Todd has presented some banner options to council and they voted on the one they liked best. Todd is going to see if he can get the local business to donate to cover the costs.
B. City Hall Paint Colors
Todd presented a paint color option for the interior of city hall. Council did not make a decision.
C. Dormant accounts usage
Todd is requesting to use the dormant accounts for the tuck pointing, adding an exit to second floor and a stairway down. No decision was made in regards to this.
10. Unfinished Business
A. Snow Removal Bid Request Review-Time frame, shoveling, sand/salt, and spring cleanup
Delayed but has been received by the clerks and will be posting for accepting bids.
11. Adjourn
Motion made by Betty seconded by Pam and all voted to approve.
Next City Council Meeting is scheduled for Jun 9th, at Nerstrand City Hall.
