City Council Meeting Minutes January 11, 2023

Nerstrand City Council met for their regular monthly meeting on Wednesday, January 11, 2023 at 7:00p.m. Those in attendance in person were Council Members Carrie Turi, Dan Pfleger, John Harris, Jennifer Schwab, and Mayor Todd Evavold. Other people in attendance were Fire Chief, Joe Johnson, City Clerk, Dana Jans, and 5 residents.

Roll Call

Councilpersons, Turi, Pfleger, Harris, Schwab and Mayor Evavold present.

Approval of Agenda

-Motion to accept the agenda by Councilor Schwab second by Councilor Pfleger, motion passed unanimously.

Consent Agenda

-Motion to accept all consent items by Councilor Schwab, second by Councilor Harris, motion passed unanimously.

New Business

-Fire Chief Joe Johnson asked council to consider the acceptance of a FEMA grant awarded to Nerstrand Fire and Rescue for the purchase of air tanks for approximately $106,000.00. Motion by Councilor Schwab, seconded by Councilor Harris, motion passed unanimously.

-Motion to adopt Resolution 2023-01 the Designation of Depositories, Lake Country Community Bank and Faribault Daily News and the Cities Official Paper, by Councilor Schwab, second by Councilor Harris, motion passed unanimously.

-Motion to remove Monica Gernandt from Lake Country Community Bank as a signer and add Councilor Schwab, by Councilor Harris, second by Councilor Pfleger motioned passed, Schwab abstained.

-Resolution 2023-02 Allowing Electronic Fund Transfers by Councilor Harris, second by Councilor Pfleger, motioned passed unanimously.

-Transfer of approximately $4,000.00 from our general fund to the WIF savings account by Councilor Harris, second by Councilor Turi, motion passed unanimously.

-Dennison Lions Club donated $3,000.00 to be used for improvements on the Dennison Fire Hall. Motion to accept the donation by Councilor Harris, second by Council Pfleger, motion passed unanimously.

-Motion by Councilor Harris to table the discussion on insurance. Second by Councilor Schwab, motion passed unanimously. This will be added to the February agenda.

-Council agreed a cleaning service needs to be contacted. Motion by Councilor Turi for Clerk Jans to get bids on cleaning services for the February meeting, second by Councilor Harris, motion passed unanimously.

Old Business

-Brief discussion on the service assure program. Not enough documentation has been found to made a decision. Motion by Councilor Schwab to move this to the February meeting, second by Councilor Harris, motion passed unanimously.

-Yield signs have been purchased. Motion to install them at the intersection of 1st St S and Cherry and at 1st St S and Short Street, by Councilor Schwab second by Councilor Harris, motion passed unanimously.

-Appointment of residents to Planning and Zoning Board. Motion to appoint Amy Harris and Kevin O’Brien by Councilor Schwab, second by Councilor Pfleger, motion passed by majority. Harris abstained.

-No update on the continued project of the second story, tuck-pointing, Farm Street or Fire Hall parking.

Motion by Councilor Pfleger to adjourn the meeting, seconded by Councilor Harris motion passed unanimously.
