City Council Meeting Minutes December 14, 2022

Nerstrand City Council met for their regular monthly meeting on Tuesday, November 15, 2022 at 7:00p.m. Those in attendance in person were Council Members Monica Gernandt, Dan Pfleger, John Harris, Jennifer Schwab, and Mayor Todd Evavold.. Other people in attendance were Public Works Director, Steve McDowell, City Clerk, Dana Jans, Maintenance Commissioner Scott Jans, and one business owner.

Roll Call

Councilpersons, Gernandt, Pfleger, Harris, Schwab and Mayor Evavold present.

Approval of Agenda

-Motion to accept the agenda by Councilor Schwab second by Councilor Gernandt, motion passed unanimously.

Consent Agenda

-Motion to accept all consent items with the removal of two bills (CSG Dirtworks and Kennedy & Graven) by Councilor Gernandt, second by Councilor Schwab, motion passed unanimously.

New Business

-Discussion on the two bills CSG Dirtworks, and Kennedy & Graven. Motion to pay both bills by Councilor Schwab, seconded by Councilor Gernandt, motion passed unanimously.

-Councilor Schwab would like to unofficially switch the date of council meetings, this will get discussed further in January. Council agreed to hold the January meeting on Wednesday, January 11, 2023.

-Motion by Councilor Schwab to contract with Howard Quamme for snow removal of the sidewalks at city hall and the park. Second by Councilor Gernandt, motion passed unanimously.

-Discussion on residents request to remove the street light fee from their bill and receive service assure credit. Motion by Councilor Schwab to pay 2022 service assure credit, with no change to the monthly street light fee, second by Councilor Pfleger, motion passed 4 to 1. Mayor Evavold, Councilors Schwab, Pfleger, and Harris, fore. Councilor Gernandt against. This will be discussed again in January.

-Appointment of Lue Kuntz to the planning and zoning board. Motion by Councilor Gernandt, second by Councilor Schwab, motion passed unanimously.

-Mayor Evavold requested a piece of foam for a repair, motion by Councilor Schwab to purchase foam up to $100.00, seconded by Councilor Gernandt, motion passed unanimously.

Old Business

-Mayor Evavold found a solution to stop the freezing of the sanitary drain pipe behind city hall. Motion by Councilor Gernandt to purchase the hose and switch, seconded by Councilor Schwab, motion passed unanimously.

-Motion by Councilor Gernandt to adopt Resolution 2022-09 Final Tax Levy, seconded by Councilor Schwab, motion passed unanimously.

Motion by Councilor Pfleger seconded by Councilor Harris to adjourn the meeting, motion passed unanimously.
